The Human Sciences Research Council (HSRC) Year 3 activities focus on gaps identified in the “Key Populations, Key Solutions” report compiled by the Desmond Tutu HIV Foundation. Four key priority areas have been defined, which include:

1. A rapid assessment of the acceptability of combination HIV prevention programmes for key populations (KPs) highlighting harm reduction strategies;

2. Costing for provision of HIV combination prevention programmes for KPs;

3. stigma and discrimination of people living with HIV in South Africa, with a focus on KPs

4. An evaluation of the acceptability and uptake of a combination HIV prevention package of biomedical, behavioral, and community-level HIV prevention interventions and services for MSM in South Africa (The Sibanye Health Project). Partnerships established in Year 1 and Year 2 with relevant HIV prevention services that work with KPs and representatives of provincial and local Departments of Health in Cape Town, Johannesburg, and Durban will be retained for Year 3 activities. In addition, HSRC was awarded KP Implementation Science funds to evaluate leveraging community and peer-based approaches to enhance the continuum of HIV care from awareness of HIV status to viral suppression among MSM living with HIV in SA.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
